Hide in non-action; show the world nothing to act upon. Shen Buhai starts from the information problem of power: the ruler cannot see everything, and every preference he reveals teaches his subordinates how to deceive him. His method is procedural — conceal your own hand, let officials state their duties (名, the name), then test their performance (实, the actuality) against the claim (「循名责实」): power lies not in doing the work but in withholding your own reactions until the record is complete.

Principle 01
Name and Actuality 循名责实
The ruler appoints by the claim an official makes (名) and then demands the corresponding result (实) — 「因任而授官,循名而责实」, as Han Fei summarizes the technique. The mechanism makes words expensive: every promise becomes a contract measured against outcomes, and mismatch is punished in either direction. Even over-performance outside one's defined office is a fault — when the keeper of the cap draped a robe over the sleeping Marquis Zhao of Han, he was punished for exceeding his post — because unauthorized success is how jurisdictions dissolve.

Concealment 藏于无事
「上明见,人备之;其有欲见,人饵之」 — if the ruler's clarity shows, people guard against him; if his desires show, people bait him. Every preference the ruler reveals becomes a lever others can pull, so he shows nothing: 「惟无为可以规之」, only non-action can draw people out. The mechanism is strategic opacity — the empty center forces subordinates to reveal themselves against a blank background they cannot game.

Grasp the Essentials 君治其要
「君设其本,臣操其末;君治其要,臣行其详」 — the ruler establishes the root, the ministers work the branches; the ruler handles the essentials, the ministers execute the details (Shenzi, "Da Ti" chapter, preserved fragment). The mechanism is the discipline of the principal: the ruler's only jobs are appointment, dismissal, and the audit of results — the moment he does a subordinate's work, he destroys the very accountability he needs, because no one is answerable for what the boss did himself. 「治不逾官」 — governance does not cross offices — in either direction.
Principle 04
Decide Alone 独断
「独视者谓明,独听者谓聪;能独断者,故可以为天下主」 — one who sees alone is clear-sighted, one who hears alone is acute, one who decides alone can be master of the world. The mechanism is information hygiene: reports must arrive through separate, uncoordinated channels, because the moment subordinates can compare notes about what the ruler knows, they can assemble a consistent fiction. Hear each party alone, cross-check the accounts, then decide — without publishing the calculus that produced the decision.

「循名责实」 is the discipline behind every serious performance system: an engineer states the scope at planning (名), the review measures delivery (实), and the gap — in either direction — has consequences. The distinctive Shen Buhai twist is that over-delivery outside one's remit is also a fault: the keeper of the cap who draped the robe was punished not for failing but for exceeding his office, because unauthorized initiative is how ownership blurs. The modern mechanism is a written scope per role plus reviews that audit the scope itself, so "going above and beyond" cannot quietly rewrite who owns what. Trust is not assumed; it is produced by the audit.

Shen Buhai's concealment is information discipline at the table: the moment your reservation price, your deadline, or your eagerness shows, the counterpart has a lever — 「其有欲见,人饵之」, revealed desire is baited. The mechanism is systematic opacity: disclose nothing that was not priced in advance, answer questions with questions, and let silence do the extracting. Because you show no reaction function, the other side must reveal their own constraints just to keep the negotiation moving — 「惟无为可以规之」, non-action draws them out. The negotiator's power is not what they know but what they refuse to show.

「君设其本,臣操其末」 maps onto the principal-agent problem: the owner's only instruments are appointment, dismissal, and the audit of results — the moment a founder starts doing the team's work, accountability evaporates, because no one is answerable for what the boss did himself. The modern mechanism is the separation of operating responsibility from oversight: boards set targets and audit outcomes; they do not run operations. Shen Buhai's rule 「治不逾官」 cuts both ways — subordinates must not exceed their office, and the principal must not descend into it. Organizations fail less from bad decisions than from crossed jurisdictions that make responsibility untraceable.

「独听者谓聪」 — hear alone, then decide alone. The mechanism is channel independence: when information sources can see one another (a shared dashboard, a group chat where everyone reads every report), they stop reporting reality and start reporting a negotiated narrative that survives cross-examination by peers. The Shen Buhai fix is structural, not moral: route reports through separate channels, compare the discrepancies — the gaps between accounts are where the truth lives — and never publish the calculus behind a decision. A leader whose reasoning is fully transparent teaches his organization exactly what to say next time.
