Law is the scale and measuring rod of the state. Shang Yang's method is to build a machine in which the only paths to profit and rank are the paths the state needs walked — farming and war 农战 — and to make its operation perfectly predictable: the same reward for the same deed, the same punishment for the same offense, whatever the offender's rank. When the code is public, uniform, and certain, private self-interest computes its way into public power — and the system's notorious harshness, collective punishment 连坐 included, is part of the engineering, not its failure.

Principle 01
Law as Measure 权衡
「法者,国之权衡也」 — law is the state's scale and measuring rod. The Xiu Quan chapter argues that even a shrewd merchant rejects a guess about weight, 「为其不必也」 — because it is not certain. The mechanism: replace the ruler's fallible case-by-case judgment with an impersonal, published standard that everyone can verify — power stops being an event that happens to you and becomes a rule you can compute.

Uniform Application 刑无等级
「壹刑壹赏」 — one punishment and one reward: 「刑无等级,自卿相将军以至大夫庶人」, punishment knows no rank from ministers and generals down to commoners, and profit, salary, office, and rank issue solely from the single channel of agriculture and war (「利禄官爵抟出于农战」). The logic is hydraulic: every exemption is a leak in the machine, every privilege a bypass around it. Credibility requires that the highest offender burn as visibly as the lowest — which is also why the system, aimed at the old aristocracy, consolidated autocracy rather than equality.

Agriculture and War 农战
「国之所以兴者,农战也」 — that by which a state rises is farming and war. Shang Yang classifies every other pursuit — trade, scholarship, wandering persuasion — as parasitic and taxes or suppresses it, so that all energy flows into the only two activities that produce power: a society with one channel of advancement is legible and mobilizable, while a society with many channels disperses its strength. The cost is deliberate narrowing — 「民弱国强」, a people kept weak make a strong state — and the record is honest about it.

Credibility First 徙木立信
Before publishing his new laws, Shang Yang set up a pole at the market gate and paid fifty gold to the man who moved it, 「以明不欺」 — to show the state does not deceive. The mechanism: a code only works if the population believes the announced reward-punishment mapping is real, so credibility is the operating system on which every statute runs. One broken promise devalues the entire code, which is why the state must over-invest in keeping even trivial commitments — and why 「信赏必罚」, rewards certain and punishments inevitable, is the machine's maintenance schedule.

Shang Yang's machine runs on two levers — reward and punishment — and its discipline is that the mapping from action to outcome must be public, uniform, and certain. A modern commission plan works the same way: it changes behavior only if every rep can compute the exact payout from the announced rules; discretionary bonuses are the equivalent of noble exemptions, a bypass that quietly tells everyone the posted rules are not the real ones. 「壹刑壹赏」 translates as one compensation logic, applied identically, with no side deals for senior people. And the machine's failure mode is his diagnosis — not that the incentives were wrong, but that a visible exception proved they were not real.

Against the conservatives who argued from precedent, Shang Yang answered 「治世不一道,便国不法古」 — results justify the break, because antiquity is a record of what worked elsewhere, not a constraint on what can work here. The modern mechanism is the strategic pivot: the incumbent's adherence to its own "old rites" — legacy processes, protected margins, past org charts — is precisely the rigidity that kills it when conditions move. Shang Yang's diagnostic question is ruthless and still useful: does this practice survive because it works, or because it is old? The honest warning rides along with it — he was right about the state and still died to its backlash, torn apart by the chariots of the aristocracy he had dispossessed.

「徙木立信」 is a protocol for launching any rules system: before the code goes live, the authority must keep one small, visible, expensive promise — pay the first dispute instantly, enforce the first ban against the largest account. Users do not read terms of service; they read whether the announced rule-behavior mapping is real, and one visible act of caprice devalues the entire codebase. The mechanism is that credibility front-loads compliance: when the mapping is believed, rules self-enforce and enforcement costs collapse. Shang Yang's fifty gold was not the price of moving a pole — it was the price of making every later statute believable.

「利禄官爵抟出于农战」 — route all advancement through one measurable channel — is Shang Yang's answer to the problem of organizational energy. A firm whose promotions flow only from shipped, revenue-bearing work is legible and mobilizable; a firm with parallel ladders of seniority, proximity, and politics disperses its talent into rent-seeking. The modern mechanism is a single, published promotion criterion that everyone can verify, so effort computes its way into contribution the way Qin's farmers computed grain into rank. The honest cost is his too: a single channel narrows the organism — Qin's machine could conquer the world and then could not govern it in peacetime, because it had bred out every capability the machine did not reward.
