Utility over Origin 唯才是举
「泰山不让土壤,故能成其大」— greatness is an accumulation problem: refuse no input that works. Li Si's Memorial Against the Expulsion of Guest Officials argued that Qin's strength had always been imported talent, and that expelling foreigners would 「藉寇兵而赍盗粮」— lend weapons to bandits and carry grain to thieves. The mechanism is a single evaluation criterion: what does this person or idea do, not where is it from? Every origin-test is a tax on capability, paid to the rivals who keep the talent you refuse.
Principle 02
Radical Standardization 书同文,车同轨
One script, one axle-width, one set of weights and measures — 「书同文,车同轨」— the empire rebuilt as a single machine whose parts finally fit. The mechanism is the elimination of interface cost: every translation, every adapter, every local convention is friction that compounds across the whole system. Standardization is the force multiplier that lets orders, goods, and taxes move at imperial speed. Unify the interface first, and scale does the rest.
Principle 03
Monopoly of Doctrine 以吏为师
The logic of standardization pushed to its darkest limit: if one script and one axle-width make the empire legible, then one doctrine makes it obedient. Li Si's memorial on the burning of the books (焚书) proposed abolishing private learning and making officials the only teachers — 「以吏为师」. The mechanism is epistemic: whoever controls the sources of judgment controls judgment itself. It is also the clearest ancient statement of the price: a system with no rival sources of truth cannot discover its own errors.
Principle 04
The System Eats Its Engineer 作法自毙
After the First Emperor's death, the machine Li Si built had no independent check — so Zhao Gao seized the controls and ran them against their maker, and Li Si perished by the very logic of absolute accountability he had codified. 「作法自毙」— make the law, and die by it. The mechanism is structural: in a system whose only constraint is the ruler's will, every officer, including the chancellor, is a disposable component. His career is two lessons in one — what standardization can build, and what unchecked systems eventually do to their architects.
